Gas Transmission Network Development Plan for 2014–2023 Submitted for Public Consultation

Lithuania's Gas Transmission System Operator, AB Amber Grid, has submitted its 10-year Gas Transmission Network Development Plan (2014–2023) for public consultation.

The ten-year plan provides for the investments in the development of the gas transmission system, which are aimed at the achievement of the strategic objectives of both the European Union's and Lithuania's natural gas sectors: at ensuring security and reliability of gas supplies, at promoting competitiveness, at the integration of the gas markets of the Baltic States into a single European gas market.

The Gas Transmission Network Development Plan for 2014–2023 provides for the implementation of the following gas infrastructure projects:

  • by the end of 2015, there are plans to complete the implementation of the ongoing project for the capacity enhancement of the Klaipėda – Kiemėnai pipeline, which was initiated in order to secure sufficient capacity for the transportation of gas supplies from the LNG Terminal in Klaipėda to gas consumers of Lithuania and other Baltic States, thus creating opportunities for the Baltic market participants to diversify their gas supply sources and to ensure security of their gas supplies, to increase the reliability of the gas transmission system as well as market competitiveness.
  • by the end of the year 2019, in co-operation with the Polish gas transmission system operator there are plans to construct a Gas Interconnection between Poland and Lithuania. The project aims at the integration of the Baltic States gas markets into a single European gas market, at the diversification of gas supply sources and at the enhancement of the security of gas supply.
  • by the year 2020, in co-operation with the Latvian gas transmission system operator, there are plans to implement a project for the enhancement of capacity of the gas pipeline link between Lithuania and Latvia. This project aims at creating preconditions for a closer integration of the gas market of the Baltic States, as well as for ensuring security and reliability of the natural gas system.

Alongside with the strategic infrastructure projects, the plan provides for investments in the reconstruction and modernisation of the existing gas transmission system, which will ensure security of gas supplies, reliability of the existing gas transmission system and adequacy of its capacities.

After the completion of the public consultation on the draft plan, the proposals and comments that will have been submitted by the interested parties will be taken into consideration and a revised version of the Gas Network Development Plan will be issued and submitted to the National Control Commission for Prices and Energy for approval.
