Mandatory documents to obtain consent when works are carried out under a work contract
In order to obtain a Consent to carry out works in an operating transmission system facility (installation) and/or its protection zone, the contractor and each subcontractor must submit an Application and the following documents:
- Order(s) from the contractor’s (subcontractor’s) head or an authorised person appointing the employees (supervisors) responsible for the performance of the works, as well as the employee(s) of the contractor’s (subcontractor’s) company responsible for occupational health and safety, fire safety and environmental protection, and the appropriate qualifications of the employees of the contractor’s (subcontractor’s) company, for the performance of the works in an operating transmission system facility (installation) or its protection zone.
- Employees appointed by order of the head of the contractor (subcontractor) or an authorised person as responsible shall confirm that they were made aware of this order by putting their signatures (in the same order).
- Copies of the documents (certificates) proving the qualifications of the employees to carry out the work specified in the application.
- A copy of the qualification certificate issued to the company by the Ministry of Environment of the Republic of Lithuania or SE Construction Production Certification Centre and/or the certificate issued to the contractor (subcontractor) by the State Energy Inspectorate for the relevant operation activity. In the case of works on the intersection (crossing) of utilities networks with gas pipelines performed in a closed manner (using trenchless technology), the contractors (subcontractors) performing such works must submit copies of qualification documents of their employees, which entitle them to perform works using trenchless technology. The work on the intersection of the utilities networks with the gas pipeline must be supervised by a representative of the Company.
- Copies of the occupational health and safety and fire safety certificates of the employee(s) designated by the order as responsible for occupational health and safety and fire safety.
Mandatory documents for the granting of consent where services are provided in operating transmission system facilities (installations)
- Persons providing services directly related to the operation of existing transmission system facilities (installations) or equipment in existing transmission system facilities (installations) and/or their protection zone (e.g., maintenance, adjustment, verification of measurement devices, etc.) must submit an Application and copies of the relevant qualification documents to the Company and obtain the Company’s Consent.
- Persons providing services not directly related to the operation of existing transmission system facilities (installations) or equipment in existing transmission system facilities (installations) and/or their protection zone (e.g., maintenance of the territory and premises, etc.) must submit an Application to the Company and obtain its consent.
- To obtain the Consent, the Persons providing the services shall submit (an) order(s) for the appointment of the supervisor as well as the employee(s) responsible for occupational health and safety, fire safety and environmental protection, and the proper qualifications of the company’s employees, for the provision of the services in an operating transmission system facility or in its protection zone.
- Employees designated by order of the head of the contractor (subcontractor) or an authorised person as responsible must be made aware of this order (in the same order).
- No Consent shall be granted to the inspection bodies authorised by the public authorities to inspect the technical condition of the installations, but all personnel carrying out the inspection shall confirm that they were made aware of “Potential hazards and risks, general safety requirements for work in operating natural gas transmission system facilities (installations) and/or their protection zone” by putting their signatures.
Mandatory documents for the granting of consent for works not related to the transmission system within the protection zone of operating transmission system facilities (installations)
To obtain consent to carry out works within the protection zone of the facilities (installations) of the operating transmission system, where the works are not related to the operating transmission system, the Person shall submit an Application and the following documents:
- Order(s) appointing a supervisor as well as employee(s) responsible for occupational safety and health, fire safety and environmental protection and the proper qualification of the company’s employees when carrying out works in the protection zone of the operating transmission system facilities (this requirement shall not apply to natural persons).
- Employees appointed by order of the head of the contractor (subcontractor) or an authorised person as responsible shall confirm that they were made aware of this order by putting their signatures (in the same order).
- Copies of documents certifying the relevant qualifications.
- Copies of the occupational health and safety and fire safety certificates of the employee(s) designated by the order to be responsible for occupational health and safety and fire safety.
Mandatory documents for the granting of consent when other activities not related to the transmission system are carried out within the protection zone of operating transmission system facilities (installations)
To obtain consent to carry out other activities (e.g., planting of trees, storage of fodder) within the protection zone of operating transmission system facilities (installations), the Person must submit an Application to the Company and obtain the Company’s consent.
