• Achieve sufficient interconnection capacity between Baltic States and the rest of the EU countries;
• Take more advantage of alternative gas supply sources and routes for the countries in the region;
• Enhance the security of gas supply in the region and decrease dependency on a single gas supplier;
• Serve for the formation of an internal energy market;
• Increase market integration and competition;
• Strengthening EU Member States’ energy solidarity.

The implementation of the project will provide better conditions for the use of Inčukalns Underground Gas Storage. After the integration of the Baltic gas markets into a single EU gas market, this interconnection will become an important route linking Europe and East Baltic region’s markets.

Project in brief:

• In 2018 the Feasibility Study and Cost-Benefit Analysis for the Enhancement of Latvia-Lithuania inter-connection was carried out;
• Market analysis and gas flow modelling showed a need to increase the capacities of interconnection between Latvia and Lithuania, once other regional infrastructure is in operation, i.e. the gas connection between Finland and Estonia (Balticconnector) as well as connection between Poland and Lithuania (GIPL) is ready to use, and thus meeting the regional gas demand and ensuring security of gas supply. The enhancement of capacities towards Latvia will amount up to 130.47 GWh/ day (currently 67.6 GWh/day) and towards Lithuania – up to 119.5 GWh/day (currently 65.1 GWh/day);
• In Lithuania, it is planned to increase the capacities of Kiemėnai gas metering station and to readjust the piping in the area of Panevėžys compressor station. In Latvia, it is planned to modernise high-pressure pipelines to be able to increase maximum operating pressure up to 50 bar (from 40 bar);
• Planned investment: 10.2 mEUR, out of which 4.7 mEUR in the territory of Lithuania.

Project phases:

• The Feasibility Study and Cost-Benefit Analysis (2018);
• Lithuania and Latvia's national regulatory authorities took a decision for Cross Border Cost Allocation between Latvia and Lithuania (2019);
• Design (2020 – 2021);
• Construction (2021 – 2023).

The EU grants:

On 25 May 2018 Amber Grid and Conexus Baltic Grid signed a trilateral agreement with the Innovation and Networks Executive Agency (INEA) on financing the Feasibility Study for the enhancement of capacity of the gas interconnection between Latvia and Lithuania from the EU Connecting Europe Facility (CEF). The EU support earmarked for the study was up to 175,000 EUR.

On 20 December 2019, INEA signed an agreement with Amber Grid and Conexus Baltic Grid on financing construction works for the project to enhance the capacity of the interconnection between Lithuania and Latvia. The financial grant amounts up to 4.9 mEUR from CEF, out of which up to 2.1 mEUR – for Amber Grid and up to 2.8 mEUR – for Conexus Baltic Grid.

The Project is included in:

• The 4rd List of the EU Projects of Common Interest which was announced, October 2019;
• The European Network of Transmission System Operators (ENTSOG) Ten-Year Development Plan announced, 2018;
• The Baltic Regional Transmission System Operators Gas Regional Investment Plan, 2017–2026;
• The National Key Electricity and Gas Transmission Projects Implementation Plan as approved by the Resolution of the Government of the Republic of Lithuania.
