PROCEDURE FOR THE ISSUANCE OF PERMITS TO CARRY OUT WORKS ON PRESSURISED/OPERATING NATURAL GAS TRANSMISSION SYSTEM FACILITIES/INSTALLATIONS OF AB AMBER GRID AND/OR PROTECTIVE ZONES THEREOF

  • Permits to carry out works on pressurised/operating natural gas transmission system (hereinafter – the Transmission System) facilities/installations and/or protection zones thereof shall be issued on the basis of basic designs, detail designs for the construction, reconstruction or repairs, construction works technology (implementation) projects, the any valid contracts or service agreements, and the applicable legislative provisions of the Republic of Lithuania.
  • Before starting to actually carry out the intended works, or before staring the provision of services or other activities, any legal or natural persons intending to undertake them (hereinafter - Legal or Natural Persons or Persons) shall submit to AB Amber Grid (hereinafter – the Company) a Letter of  Request to be issued with a Permit  to carry out works on  pressurised/operating natural gas transmission system facilities/installations and/or protection zones thereof  (hereinafter - Letter of Request) and  to obtain from the Company a "Permit to carry out  works on a pressurised/operating  transmission system facility/installation, and/or  protection zone thereof" (hereinafter – the Permit).
  • The aforesaid Letters of Request by foreign legal or natural persons intending to carry out aforesaid works, provide services or engage in any other such activities shall be submitted either in Lithuanian, English or Russian. The Permit shall be issued in the Lithuanian language.
  • Employees of the enterprises engaged in the design of facilities/installations of the transmission system shall be granted access to the pressurised/operating transmission system facilities/installations or the protection zones their territory exclusively where they are escorted by employees of the Company. Employees of engineering design enterprises shall not be issued with a Permit.
  • Prior to the actual start of the works intended to be carried out on pressurised/operating transmission system facilities/installations and/or in the protection zones thereof, the person responsible for the works shall prepare and coordinate with the Company measures for the protection of the pressurised/operating gas pipeline and equipment from damage.
  • If necessary, Persons requesting to be issued with a Permit shall have to submit additional documents.

PROCEDURES FOR FAMILIARIZATION WITH POTENTIAL HAZARDS, RISK FACTORS AND SAFETY REQUIREMENTS FOR EXCAVATION WORK

  • By withdrawing the Consent, performing the work or providing the services assigned by the Head of the Person or his authorized person responsible for the performance of the work, as well as performing other activities in the protection zone of the transmission system object (installation), Person or his authorized representative, the Employee of the Issuing Company shall be introduced (Consent to be signed) with potential hazard and risk factors and/or safety requirements for ground excavation work on natural gas transmission system facilities (devices) and/or their protection zone.
  • Other employees of the company are instructed by the appointed work supervisors according to the instructing procedure of the employees in these companies and before the commencement of the works, they are introduced to the potential Hazard and Risk Factors, general safety requirements during work in the existing natural gas transmission system objects (facilities) and/or their protection zone.

SUSPENSION OF CONSENT AND/OR WITHDRAWAL OF ITS VALIDITY

  • Depending on the nature of the violation, consequences may arise if the inspection reveals that there is a threat to human health and life as a result of non-compliance with legal requirements, AB ‘Amber Grid’ representative has the right to suspend the work in accordance with the procedure established in the established violations. The person will only be able to carry out the work after demonstrating that all discrepancies have been eliminated.
  • If another inspection reveals the same nonconformities, the Consent is suspended or withdrawn until the contractor (subcontractor), the other person will remove the identified violations and will inform the responsible employees of AB ‘Amber Grid’ specified in the Infringement Act in writing about their elimination. The Contractor (Subcontractor), upon violation of the normative acts and/or the requirements set by the other person, may be subject to contractual penalties or other sanctions at the request of AB ‘Amber Grid’.
  • Suspension or withdrawal of consent shall take effect from the date on which the Statement of Infringement is suspended and the letter of suspension or withdrawal of the consent (hereinafter referred to as ‘the letter’) is sent from AB ‘Amber Grid’. The letter is sent by e-mail specified in the Consent.
  • The validity of the consent shall be suspended for the term specified in the Defined Infringement Act and/or the letter. Upon expiration of the established suspension period, the Consent shall be renewed and shall continue until the date specified in the Agreement only if the contractor (sub-contractor), the other person has eliminated the established violations within that time and provided written evidence to AB ‘Amber Grid’. Suspension of the consent may be cancelled before the expiry of the term of suspension specified in the letter, if the contractor (subcontractor), the other person eliminates the established violations and informs AB ‘Amber Grid’ in writing. In this case, AB ‘Amber Grid’ shall inform the contractor (subcontractor) and the other person by e-mail specified in the Consent regarding the cancellation of the suspension of the Consent. 
  • New Consent to perform the same work is issued with new submission of required documents to obtain Consent, as well as when the Contractor (Subcontractor), another person proves that violations that led to the withdrawal of the Consent have been removed.
