AB Amber Grid Rules for Access to the Natural Gas Transmission System (hereinafter - the Access Rules) approved by The National Control Commission for Prices and Energy by its Resolution No. O3E-163 as of 31 May 2017, lays down:

  • the procedure, terms and conditions for the use of the Natural Gas Transmission System owned by the Transmission System Operator (hereinafter referred to as the "TSO");
  • the procedure, terms and conditions for the exchange of information between the TSO and the transmission system users (hereinafter referred to as the "system users");
  • the guidelines on cooperation between the TSO and operators of other gas systems;
  • the rights, obligations and liabilities of the TSO and the system users.

The Access Rules were developed with a view to ensuring fair, equitable and nondiscriminatory access to the Gas Transmission System (controlled by AB Amber Grid) for all system users.

The Access Rules shall apply to all system users, as well as individuals who are going to become the System Users of the TSO system, to all owners of the systems that are directly connected to the TSO`s Gas Transmission System, and to all operators of gas distribution systems and other gas systems connected to the Gas Transmission System to the extent it is related to the provisions on cooperation and exchange of information stipulated by the cooperation agreements made between the TSO and the operators concerned.

Key legislative acts of the European Union that were followed in the preparation of the present Access Rules:

  • Directive 2009/73/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC (OJ 2009, L 211, p. 94)  
  • Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks and repealing Regulation (EC) No 1775/2005 (OJ 2009, L 211, p. 36)

Submission of re-nominations at interconnection point with Latvian natural gas transmission system

AB Amber Grid and Latvian natural gas transmission system operator AS ‘Conexus Baltic Grid’ have agreed on submissions of re-nominations at Kiemėnai interconnection point. System users are able to send re-nominations for transmitting gas through Kiemėnai entry and exit points. For submitting the re-nominations at Kiemėnai entry and exit, all the provisions of AB Amber Grid Rules for Access to the Natural Gas Transmission System are applied. In addition to that, system users have to follow those rules:
1. Signed re-nomination could be submitted only via e-mail. The form of re-nomination you can download here.
2. Re-nominations should be submitted to both e-mail addresses:
a. Nominations@ambergrid.lt, and
b. Capacity@conexus.lv
3. If re-nomination is submitted during AB Amber Grid non-working hours, AB Amber Grid will inform system user about approval, rejection or adjustment of re-nomination not later than the 9:00 of the next working day.

Submission of nominations at entry point with Belarusian natural gas transmission system

Aiming to create better conditions for system users to use transmission system, taking into account requests of system users, AB Amber Grid (hereinafter – TSO) following paragraph 10.13.9 of AB Amber Grid Rules for Access to the Natural Gas Transmission System informs that terms for submission and approval of nominations at entry point with Belarusian natural gas transmission system are changed.

Nominations for day P at entry point with Belarusian natural gas transmission system should be submitted not later than P day 16:00. Only the last nomination which was sent in time will be treated as final. Not later than P day 18:00, TSO shall sent to network users, who timely submitted nomination at this entry point, confirmation notice about planned transportable gas volume of day P.

If nominations for day P are being submitted till 15:00 of day P-1, they should be submitted via Electronic Transmission Service System (ETTS). In case of ETTS failure or in cases when nominations for day P are being submitted later than P-1 day 15:00 it should be submitted via e-mail nominations@ambergrid.lt. If nomination is submitted during AB Amber Grid non-working hours, AB Amber Grid will inform system user about approval, rejection or adjustment of nomination not later than the 9:00 of the next working day.
