  1. Interruptible transmission service tariffs:

Interruptible transmission service tariffs: one-component tariffs for the Entry Points, three-component tariffs for Domestic Exit Point(s) and two-component tariffs for other Exit Points:

  • Tariff for capacity booked (the first element of the fixed component of tariff): price for interruptible capacity for the specific entry and exit point amounts to 90 percent of the tariff of corresponding firm capacity product (long-term, quarterly, monthly, daily / within-day capacity) for that point;
  • Tariff for consumption capacity (the second element of the fixed component of tariff): corresponds to the tariff for consumption capacity of firm transmission service;
  • Tariff for transmitted quantity (variable component of tariff): corresponds to the tariff for transmitted quantity of firm transmission service.

Changes of long-term firm transmission service tariffs for 2024.

Simplified tariff calculation model for the regulatory period of 2024-2028, including 2023 tariff year.

 1For the interconnection point between the Lithuanian Natural Gas Transmission System and the Belarusian Natural Gas Transmission System (Gas Metering Point: Kotlovka Gas Metering Station (hereinafter – GMS)). For this point (in addition to the tariffs above) the tariffs for restricted capacity products are also applied (for more detailed information on restricted capacity products and their tariffs see below).
2 For the interconnection point between the Lithuanian Natural Gas Transmission System and the Latvian Natural Gas Transmission System (Gas Metering Point: Kiemėnai GMS).
3 For the interconnection point between the Lithuanian Natural Gas Transmission System and the Liquefied Natural Gas Terminal‘s System (Gas Metering Point: Klaipėda GMS).
4 For the connection points between the Lithuanian Natural Gas Transmission System and the Lithuanian natural gas distribution systems, Lithuanian consumers’ systems directly connected to the Lithuanian Natural Gas Transmission System, corresponding one exit point (Domestic Exit Point) for all Lithuanian Natural Gas Transmission System users.
5 For the connection points between the Lithuanian Natural Gas Transmission System and the Lithuanian natural gas distribution systems, Lithuanian consumers’ systems directly connected to the Lithuanian Natural Gas Transmission System, corresponding one exit point (Domestic Exit Point) for Achema.
6 For the connection point between the Lithuanian Natural Gas Transmission System and the Natural Gas Transmission System of the Kaliningrad Region of the Russian Federation (Gas Metering Point: Šakiai GMS).
7 For the interconnection point between the Lithuanian Natural Gas Transmission System and the Polish Natural Gas Transmission System (Gas Metering Point: Santaka GMS).

8 Domestic Entry point - commercial green gas (biogas, hydrogen) entry point into the transmission system that does not have a defined physical location in the transmission system

Natural Gas Transmission Tariffs, effective from 1 January 2024, approved by the National Energy Regulatory Council (hereinafter referred to as the "Council") by its decision as of 29 May 2023, can be downloaded from here:

Supply Security Charge: an extra charge related to natural gas supply security and added to the natural gas transmission tariff:

In order to collect funds to cover all installation and fixed operating (which are not included in other state-regulated prices) costs of the Liquefied Natural Gas Terminal (hereinafter referred to as the "LNGT") (including the infrastructure and interconnector thereof) and to cover reasonable costs of the minimum gas quantity required to ensure necessary technological operations of the LNGT, the Law of the Republic of Lithuania on the Liquefied Natural Gas Terminal (Art. 5(2)) provides for the application of the so called "Supply Security Charge", which is related to the security of supply of natural gas and is added to the natural gas transmission tariff. The size of the Supply Security Charge is set on an annual basis by the Council. During the year, but not more often than twice a year, Supply Security Charge may be adjusted by the Council‘s decision.

Information on the Supply Security Charge for 2024 will be published at a later date, after approval by the Council (due this year).

Restricted capacity products

Amber Grid informs that at entry point from Belarusian natural gas transmission system restricted capacity products with restrictions of access to transmission services, i.e. capacity products granting the right to transport gas to a specific transmission system exit point – exit point to the transmission system of Kaliningrad region of the Russian Federation (without possibility of delivering natural gas to the other points and (or) selling it at a virtual natural gas trading point), are also offered from 1st of January 2020. The restricted capacity products are offered on a firm basis. The gas quantity injected and withdrawn at the defined entry and exit points by using restricted capacity products must be the same in each gas day.

Interruptible transmission service tariffs: one-component tariffs for the Entry Points, three-component tariffs for Domestic Exit Point(s) and two-component tariffs for other Exit Points:

  • Tariff for capacity booked (the first element of the fixed component of tariff): price for interruptible capacity for the specific entry and exit point is equal to the tariff of firm capacity product, however, network users are compensated after the actual interruptions occurred. The ex-post compensation paid for each day on which an interruption occurred (after the purchasing of firm capacity products at given Entry or (and) Exit point), is equal to the tariff of daily firm capacity product at that point, multiplied by 3;
  • Tariff for consumption capacity (the second element of the fixed component of tariff): corresponds to the tariff for consumption capacity of firm transmission service;
  • Tariff for transmitted quantity (variable component of tariff): corresponds to the tariff for transmitted quantity of firm transmission service.

2. Interruptible transmission service tariffs:

Interruptible transmission service tariffs: one-component tariffs for the Entry Points, three-component tariffs for Domestic Exit Point and two-component tariffs for other Exit Points:

  • Tariff for capacity booked (the first element of the fixed component of tariff): price for interruptible capacity for the specific entry and exit point is equal to the tariff of firm capacity product, however, network users are compensated after the actual interruptions occurred. The ex-post compensation paid for each day on which an interruption occurred (after the purchasing of firm capacity products at given Entry or (and) Exit point), is equal to the tariff of daily firm capacity product at that point, multiplied by 3;
  • Tariff for consumption capacity (the second element of the fixed component of tariff): corresponds to the tariff for consumption capacity of firm transmission service;
  • Tariff for transmitted quantity (variable component of tariff): corresponds to the tariff for transmitted quantity of firm transmission service.

In order to collect funds to cover installation and fixed operating (which are not included in other state-regulated prices) costs of the Liquefied Natural Gas Terminal (hereinafter referred to as the "LNGT") (including the infrastructure and interconnector thereof) and to cover reasonable costs of supply of the minimum gas quantity required to ensure necessary technological operations of the LNGT, the Law of the Republic of Lithuania on the Liquefied Natural Gas Terminal (Art. 5(2)) provides for the application of the so called "Supply Security Charge", which is related to the security of supply of natural gas and is added to the natural gas transmission tariff. The size of the Supply Security Charge is set on an annual basis by the Commission. During the year, but not more often than every six months, Supply Security Charge may be adjusted by the Commission‘s decision.

Starting from 1 January 2019 the Supply Security Charge was set at EUR 559.34 per MWh / day / year (exclusive of VAT) by the Commission’s Resolution No. O3E-479 as of 31 December 2018 (replacing its Resolution No. O3E-405 as of 22 November 2018). Commission's resolution can be downloaded from here (the document is available only in Lithuanian).
