Rules for use of the transmission system

Gas Transmission System (hereinafter - Access Rules) approved by National Energy Regulatory Council by its Resolution as of 31 March 2023, lays down:

  • the procedure, terms and conditions for the use of the Natural Gas Transmission System owned by the Transmission System Operator (hereinafter referred to as the "TSO");
  • the procedure, terms and conditions for the exchange of information between the TSO and the transmission system users (hereinafter referred to as the "system users");
  • the guidelines on cooperation between the TSO and operators of other gas systems;
  • the rights, obligations and liabilities of the TSO and the system users.

The Access Rules were developed with a view to ensuring fair, equitable and nondiscriminatory access to the Gas Transmission System (controlled by AB Amber Grid) for all system users.

The Access Rules shall apply to all system users, as well as individuals who are going to become the System Users of the TSO system, to all owners of the systems that are directly connected to the TSO`s Gas Transmission System, and to all operators of gas distribution systems and other gas systems connected to the Gas Transmission System to the extent it is related to the provisions on cooperation and exchange of information stipulated by the cooperation agreements made between the TSO and the operators concerned.

Key legislative acts of the European Union that were followed in the preparation of the present Access Rules:

Directive 2009/73/EC of the European Parliament and of the Council of 13 July 2009 concerning common rules for the internal market in natural gas and repealing Directive 2003/55/EC (OJ 2009, L 211, p. 94) 

Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks and repealing Regulation (EC) No 1775/2005 (OJ 2009, L 211, p. 36)

Submission of re-nominations at interconnection points with Latvian and Polish natural gas transmission systems

AB Amber Grid and Latvian natural gas transmission system operator AS ‘Conexus Baltic Grid’ and Polish natural gas transmission system operator GAZ-System S.A. have agreed on submissions of re-nominations at Kiemėnai interconnection point. System users are able to send re-nominations for transmitting gas through Kiemėnai and Santaka entry and exit points. For submitting the re-nominations at Kiemėnai and Santaka entry and exit points, all the provisions of AB Amber Grid Rules for Access to the Natural Gas Transmission System are applied.

Restricted capacity products

Amber Grid informs that at entry point from Belarusian natural gas transmission system restricted capacity products with restrictions of access to transmission services, i.e. capacity products granting the right to transport gas to a specific transmission system exit point – exit point to the transmission system of Kaliningrad region (without possibility of delivering natural gas to the other points and (or) selling it at a virtual natural gas trading point), are also offered from 1st of January 2020. The restricted capacity products are offered on a firm basis. The gas quantity injected and withdrawn at the defined entry and exit points by using restricted capacity products must be the same in each gas day.
